Aseana Business Park Estate Association, Incorporated is a non-stock non profit organization of locators/lot owners of Aseana City (formerly Aseana Business Park). The Association was officialy registered with the Security and Exchange Commision on 18th of February 2014 with the Registration No. CN200402559.

ABPEA Online & Night (Manual) Permit Applications

Guidelines and Procedure


In line with our objective to have an efficient and effective permit procedures, please be advised on therevised application guidelines for ABPEA Online Permit Applications (ABPEA CM No. 2023-06-001) and Night Shift Teller Transactions (ABPEA CM No. 2023-06-002), effective on 19 June 2023, Monday

ESTATE GATE PASS PERMIT



STEP 1: Application

    Delivery Pullout
    • Accomplished ABPEA Gate Pass Form
    • ABPEA Payment Receipt
    • Building/Project Gatepass (if available)
    • Sales Invoice/Delivery Receipt (if available)
    • Accomplished ABPEA Gate Pass Form
    • ABPEA Payment Receipt
    • Photos to be pulled-out
    • Building/Project Gatepass
    • Endorsement Letter from Bldg/Property Owner
  • Upon submission, kindly use the file name format: Plate # – Project Name – Contractor Name
    • Sample: ABC123-PARQAL-ABC CORP.pdf
  • Once the submitted application has been reviewed, a reference number shall be issued before proceeding with the payment.

STEP 2: Payment

  • Present the reference number to our Accounting Office. Strictly no reference number, no payment policy.
  • Settle the Gate Pass Fee: P224.00 (VAT Inc.) per entry/vehicle
  • Send a copy of the ABPEA Payment Receipt to permits@abpea.com.

STEP 3: Approval & Releasing

  • Once the payment has been settled and all the requirements have been submitted and complied, the approved gate pass permit shall be released within the next working day.
  • Once approved, kindly print two (2) copies of the gate pass permit. One (1) copy shall be submitted to the estate security prior entry/exit. The hard copy of the approved gate pass permit shall be presented and shall always be made available upon security inspection. Non-compliance will be subject to work/activity stoppage.
  • Releasing and processing is from Mondays – Fridays, 8:00AM – 4:00pm only. All applications submitted beyond office hours shall be assessed the next working day

Important Reminders:

  • Applications with lacking documents/details shall not be processed.
  • All operational locators shall be required to secure gate pass permit for vehicles with six (6) wheels and above. On the other hand, all under-construction locators shall be required to secure gate pass permit for vehicles with four (4) wheels and above.
  • Hauling of construction debris/waste shall be applied using Estate Work Permit. For pull-out of recyclable materials, kindly refer to UD-3007021 “Guidelines for Recyclable Materials Hauling”.

ESTATE WORK PERMIT


STEP 1: Application

    UNDER CONSTRUCTION LOCATORS

      1. All Construction/Fit-out/Installation Activities

      • ₱ 1,904.00 – 7 days
      • ₱ 2,688.00 – 14 days
      • ₱ 5,600.00 – 30 days

    • Shop drawings/Engineering plans
    • Methodology
    • Job Hazard Analysis
    • *Additional submittals may be required depending on the nature of work being applied.

    OPERATIONAL LOCATORS

      1. Exterior Works (Repainting, Façade Repair/ Cleaning, etc.)

      Estate Fee:

      • ₱ 1,120.00 – (1-15 days)
      • ₱ 2,240.00 – (16-30 days)
    • Building Work Permit/Endorsement Letter
    • Intent Letter/Methodology/Scope of works
    • Job Hazard Analysis
    • Photos
    • *For major construction/renovation works, additional fees & submittals may be required.

      2. Building/Retail/Board-up Signage Installation

      Subject to further assessment.
    • Signage Location Plan
    • Signage Blow-up Details/Specifications
    • Building Elevation showing signages
    • Building Perspective showing signages
    • *ABPEA Estate Work Permit must be secured prior installation / fabrication of the proposed signage.

      3. Fit-Out Works (Arcade Tenants)

      Subject to further assessment.
    • Building Work Permit/Endorsement Letter
    • Building Floor Plan
    • Fit-out Plans

    OTHER ACTIVITIES

      1. Road Usage – One lane/24 hrs.

      • ₱ 5,600 – Day Rate
      • ₱ 7,000 – Night Rate
    • Intent Letter
    • Location Map/Keyplan
    • *For total road closure requests, ABPEA Permit must be secured 2 weeks prior mobilization.

      2. Hauling (garbage, debris, soil)

      • ₱ 336.00 / Truckload – Day Rate
      • ₱ 420.00 / Truckload – Night Rate
    • General Contractor Gatepass/Approval with signature
    • Photos

      3. Siphoning

      • ₱ 336.00 / Truckload – Day Rate
    • Contractor should be accredited by DENR, kindly attach necessary certifications. (e.g., desludging permit, permit to transport, etc.)

      4. Events (Concert, Fun Run, etc.)

    • Kindly refer to ABPEA CM NO. 2023-03-003“Implementing Rules and Regulations for Holding Events in Aseana City

      5. Drone Usage

      • ₱ 1,120.00 / day
    • Intent Letter
    • Location Map indicating the coverage route
    • CAAP Permit, if applicable

      6. Others

  • Once the submitted application has been reviewed and should there be any applicable fees that has to be settled, a reference number shall be issued before proceeding with the payment.

Step 2: Payment (If applicable)

  • Present the reference number to our Accounting Office. Strictly no reference number, no payment policy.
  • Settle the applicable fees.
  • Send a copy of the ABPEA Payment Receipt to permits@abpea.com.

Step 3: Approval & Releasing

  • Once the payment has been settled and all the requirements have been submitted and complied, the approved Estate Work Permit shall be released within one (1) to three (3) working days, depending on the scope of works.
  • Once approved, kindly print two (2) copies of the Estate Work Permit. One (1) copy shall be submitted to the estate security prior mobilization. The hard copy of the Estate Work Permit shall be presented and shall always be made available upon security inspection. Non compliance will be subject to work/activity stoppage.

NIGHT SHIFT TELLER


  • Location: 3F Lobby, Aseana Powerstation Bldg., PDMB cor Bradco Ave, Aseana City
  • Business Hours: Mondays – Saturdays, 06:00PM – 06:00AM.
  • *No transactions shall be accommodated during Sundays (beyond 6:00AM) and holidays.
  • Applicable Fees:
    • Gate Pass ₱ 300.00
    • Debris Hauling ₱ 420.00
    • Road Usage ₱ 7,000.00

    Important Reminders:

    • All forms are available at the Night Shift Teller.
    • Night shift teller shall only accommodate permit applications for gate pass, debris hauling and emergency road usage with duly-accomplished forms and complete requirements.
    • Road Usage applications can only be applied during emergency cases.
    • Cash Payment only; no other mode of payment shall be accepted.
CONSTRUCTION OF BUILDING AND/ OR ESTABLISHMENT All Development Control applications and transactions are to be performed at ABPEA Business Center.
  1. Pre-Construction Stage A Design Orientation will be conducted to the formally-endorsed designer/ consultants for them to be aware of Aseana City’s guidelines for the massing and building design. A checklist of procedures and required submittals will be given during the Orientation.A signed ABPEA Endorsement/ Notice to Proceed (NTP) form will be given to the locator once design is thoroughly reviewed and ready for implementation.
  2. Construction Stage A Pre-Mobilization Orientation will be conducted to the assigned Project Management and Construction team to provide proper guidance to Locators with the Aseana City’s Guidelines, Policies & Regulations. This is to ensure full-compliance, establish zero or minimize violation in daily work activities, and implementation of strict safety and security protocols.A Development Control Work Permit must be secured first before any construction works within Aseana City.
  3. Post- Construction Stage To guarantee conformance of all locators to Aseana City Guidelines, Policies & Regulations, ABPEA together with the Project Management and Construction team will conduct assessment of the completed establishment. A Certificate of Statutory Completion (CSC) will be issued to compliant locators.
