ABOUT

Aseana Business Park Estate Association, Incorporated is a non-stock non profit organization of locators/lot owners of Aseana City (formerly Aseana Business Park). The Association was officialy registered with the Security and Exchange Commision on 18th of February 2014 with the Registration No. CN200402559. The Association was incorporated for the following purposes;

  1. Promote the general welfare , properity and good name of Aseana City;
  2. Safeguard the welfare and well-being of the owners, lessees and occupants of real property and/or building in the Aseana City
  3. Adopt such sules and regulations to implement the restrictions, reservations, liens, servitudes, easement and charges concerning the use, enjoyment and occupancy of all the properties in the area which the Association has jurisdiction, and enforce the decision and ruling of Association over any of the said porperty; and,
  4. Exercise such other powers as are required and necessary of incidental to those herein mentioned

LOCATORS

APPLICATION PROCEDURE

All permit application is required to be submitted online starting May 16, 2020. Forms are readily made downloadable at ‘Downloadable’ tab at this website. Kindly complete the required submittals (refer to list below), then send it to permits@abpea.com. You will receive an email reply, including the applicable fee to settle. Please note that we are implementing the same processing duration of each permits (within 3 working days).


DEVELOPMENT CONTROL PERMIT



The minimum requirements for Development Control Work Permit online application are the following;

  1. Completely filled-out application form
  2. Endorsement of contractor from locator
  3. Location plan
  4. Design/Keyplan

Note:Additional submittals may be required depending on the nature of work being applied

For 7 Days validity:
Work Permit Fee (Php 1,120) + Monitoring Fee of 100/day (Php 784) = Php 1904 VAT Inc.

14 Days validity:
Work Permit Fee (Php 1,120) + Monitoring Fee of 100/day (Php 1,568) = Php 2688 VAT Inc.

30 Days validity::
Work Permit Fee (Php 2,240) + Monitoring Fee of 100/day (Php 3,360) = Php 5600 VAT Inc.


GATE PASS/ DELIVERY PERMIT/ VEHICLE PASS



GATEPASS:

STEP 1: Download the Gatepass form at https://abpea.com/downloadable/

  • Fill out the form completely using your desktop/laptop PDF Viewer, no need to print it out.

STEP 2: Payment

  • Present the duly accomplished Gatepass form to our Accounting Office (soft copy only) and pay the amount of P224.00/entry.
    • Our cashier will issue 2 copies (original-white & duplicate-blue) of the receipt. Please keep the “blue” receipt as this will be presented to our security on the day of your delivery/pullout activity.

STEP 3: Submission

  • Send the duly accomplished Gatepass Form, Copy of Payment Receipt and other necessary attachments at permits@abpea.com.
    • Use file name format : PLATE # – PROJECT NAME – CONTRACTOR NAME.
    • Sample 1 : (ABC123-AYALAMALLS-MDC.pdf) Sample 2: (ABC123-SNR-NESTLÈ.pdf)
    • Requirements for delivery and pullout are stated in the lower part of the Gatepass form.
    • Shall the project/building doesn’t have its own gatepass permit, attach a copy of ID (preferably company-issued ID) of the project-in-charge/building authorized personnel as proof that the pull-out activity applied to us has been allowed by them.
    • Incomplete details/requirements will be on-hold until the attachments/details are provided.
    • Online submission is from Mondays-Fridays only. Any gatepass application submitted beyond 4:00pm thru our e-mail will be approved and released the next working day.

STEP 4: Approval

  • Releasing would be the next working day thru e-mail
    • Upon the security inspection, present the approved copy of the Gatepass together with the “blue” copy of your payment receipt.
    • Our security will sign on the back of the “blue” receipt as proof of the entry of the vehicle. Kindly take note that a lost “blue” copy of the receipt means forfeiture of your approved Gatepass.

OPERATIONS WORK PERMIT


    WORK PERMIT:

    STEP 1: Download the Operational Work Permit Form at https://abpea.com/downloadable/

    • Fill out the form completely using your desktop/laptop PDF Viewer, no need to print it out.

    STEP 2: Submission

    • Send the duly accomplished Operational Work Permit Form and other necessary attachments at permits@abpea.com.
      • Use file name format : PLATE # – PROJECT NAME – CONTRACTOR NAME.
      • Sample 1 : (AYALAMALLS-MDC.pdf) Sample 2: (APS-HOMEBUILDERS.pdf)

    STEP 3: Payment (If applicable)

    • If there’s any payment that has to be settled prior to approval, you will receive an e-mail if it’s already ready for payment at our Accounting Office
      • Our cashier will issue 2 copies (original-white & duplicate-blue) of the receipt. Please keep the “blue” receipt as this will be presented to our security on the day of your activity
    • Once the payment has been settled, kindly send us a copy of the payment receipt

    WORK DESCRIPTION REQUIRMENTS (3 copies)
    1. Road Usage (24hrs)
    • PhP 5,600 – Day Rate
    • PhP 7,000 – Night Rate
    Location Map/Keyplan
    2. Hauling (garbage, debris, soil)
    • PhP 336.00 / Truckload – Day Rate
    • PhP 420.00 / Truckload – Night Rate
    GenCon Gatepass/Approval with signature, pictures if available
    3. Siphoning
    • PhP 336.00 / Truckload – Day Rate
    • PhP 420.00 / Truckload – Night Rate
    Contractor should be accredited by DENR and please attach necessary certifications. (eg., desludging permit, permit to transport, etc.)
    4. Minor Renovation Works (Repainting, Installation, etc.)

    Estate Fee:

    • PhP 1,120 (1-15 days)
    • PhP 2,240 (16-30days)
    Building Work Permit and/or Endorsement Letter, Methodology/Scope of works, Letter of Intent. *Kindly note that this is applicable only to our operational locators.
    5. Others

    STEP 4: Approval

    • Releasing would be 2-3 working days thru e-mail.
      • Processing of Operational Work Permits shall still be 2-3 working days upon submission depending on the scope of works. However, minor works such as, but not limited to, cleaning, road usage, siphoning and hauling may be released the next working day upon submission considering that the required attachments are complete.
      • Upon the security inspection, present the approved copy of the Operations Work Permit and (if applicable) the “blue” copy of your payment receipt.
      • Our security will sign on the back of the “blue” receipt as a proof that the approved activity has commenced already. Kindly take note that a lost “blue” copy of the receipt means forfeiture of your approved work permit.

CONSTRUCTION OF BUILDING AND/ OR ESTABLISHMENT
All Development Control applications and transactions are to be performed at ABPEA Business Center.

  1. Pre-Construction Stage
    Design Orientation will be conducted to the formally-endorsed designer/ consultants for them to be aware of Aseana City’s guidelines for the massing and building design. A checklist of procedures and required submittals will be given during the Orientation. 

    A signed ABPEA Endorsement/ Notice to Proceed (NTP) form will be given to the locator once design is thoroughly reviewed and ready for implementation.
  2. Construction Stage
    Pre-Mobilization Orientation will be conducted to the assigned Project Management and Construction team to provide proper guidance to Locators with the Aseana City’s Guidelines, Policies & Regulations. This is to ensure full-compliance, establish zero or minimize violation daily work activities, and implementation of strict safety and security protocols. 

    Development Control Work Permit must be secured first before any construction works within Aseana City.
  3. Post- Construction Stage
    To guarantee conformance of all locators to Aseana City Guidelines, Policies & Regulations, ABPEA together with the Project Management and Construction team will conduct assessment of the completed establishment. A Certificate of Statutory Completion (CSC) will be issued to compliant locators.
